Increasing international visitation to Macao is a policy priority and an expected outcome of the ‘1+4 Development Strategy’. As a tourism-based and reliant economy, the issue of widening and attracting global leisure and business travel is especially important for Macao. In 2005, international tourism was less than 7% of total visitation – a statistic virtually unchanged in 2025. What’s preventing Macao fromunlocking and scaling the city’s visitor economy to attract global markets? Is there a roadmap or blueprint to city international visitation success?

Professor Glenn McCartney
Professor Glenn McCartney, PhD, MBE is Associate Professor of International Integrated Resort Management at the University of Macau.
Professor McCartney worked for many years in different operational, strategic and consultancy roles within the tourism, hospitality and gaming industry in Macao and other Asian regional countries.
An acknowledged global expert on integrated resorts, destination marketing and management as well as casino and event tourism, he is the author of numerous academic journal articles and professional journal and media commentaries on these subjects and is the author of two best-selling texts on tourism and events management in Asia published by McGraw-Hill. He has been in the ‘World’s Top 2% Scientists’ list for 2 years in a row (2024 and 2025).
Professor McCartney was appointed British Honorary Consul, Macao in 2004. In 2016 he was awarded an MBE (Member of the Most Excellent Order of the British Empire).
